Article I
The name of this organization shall be the Fort White Gun Club, Inc.
Article II
The purpose of this organization shall be the encouragement of organized rifle, shotgun, handgun and archery shooting by citizens of the United States with a view toward better knowledge on the part of such citizens of the safe handling and proper care of firearms, as well as improved marksmanship. It shall be our further purpose to promote the development of those characteristics of honesty, good fellowship, self-discipline, team play and self-reliance which are the essentials of good sportsmanship and the foundation of true patriotism.
Article III
Any citizen of the United States may become a member of this organization after subscribing to the following pledge and upon payment of the usual new member fee and dues and upon vote of the Executive Board. The Fort White Gun Club, Inc. will not refuse membership to anyone based on race, religion, sex or creed. There shall be various classes of membership within the club i.e. family, individual, junior, etc. as determined by the Executive Board. Membership packets made up by the Secretary shall contain all membership type qualifications. Family membership to have one (1) vote, junior members will have no vote. No officer or member shall profit directly from goods or services furnished to the corporation without prior approval of the entire Executive Board.
The NRA Pledge
I CERTIFY that I am a Citizen of good repute of the United States of America; that I am not a member of any organization or group having as its purpose or one of its purposes the overthrow by force and violence of the government of the United States or any of its political subdivision; that I have never been convicted of a crime of violence; and that if admitted to membership, I will fulfill the obligations of good sportsmanship and good citizenship.
Article IV
New members may join at anytime by paying the new initiation fee, plus any remaining halves of the year including the half when membership is applied for. New members’ dues will be based on current fees schedule.
First Half – Jan. 1 thru June 30 – 100% of Current Dues
Second Half – July 1 thru Dec. 31 – 50% of Current Dues
Annual dues will be due effective January 1 of each year, followed by a grace period until January 31. Any dues not paid by January 31, will be considered to be in arrears. Any member whose dues are in arrears will forfeit all club privileges, until due are paid. Any dues in arrears that are not paid by February 28 will require a new initiation fee and 100% dues.
Article V
(a) Semi Annual Meeting/Election. A General Membership meeting will be held in May to elect officers and in November for a special cookout, day, date and times to be announced in the Club’s newsletter. For no reason shall the elections of officers be postponed beyond 30 days of the first full weekend in May.
(b) Monthly Board Meeting. A meeting of the Executive board will be held no less than eight (8) of the remaining ten (10) months in the calendar year, to conduct the regular, ordinary business of the Club. Meeting day, place and time shall be announced in the newsletter of the Club. Board meetings are open to all members in good standing.
(c) Special Meeting. A special meeting of the club may be held at any time upon the call of the President or upon the call of the Executive Board, or upon demand in writing, stating the subject of the proposed meeting, and signed by not less than 15% of the members entitled to vote. Notice of the time, place and subject of special meeting shall be given all officers and members in good standing in writing by United States mail not less than seven (7) days prior to the date fixed for the holding of the meeting. The place of such special meetings shall be fixed by the Executive Board.
(d) Quorum. Twenty percent (20%) of the members of the club entitled to vote shall constitute a quorum at any meeting. However, in the event that a quorum is non-existent when an issue needs to be resolved, three (3) non-officer members and two (2) officers shall constitute a quorum.
(e) Election of Officers. A Nominating Committee Chairman shall be appointed by the President at the February meeting. The Nominating Committee shall be composed of at least three (3) additional members in good standing. Not more than one member of the Nominating Committee shall be an officer of the Club. The President shall announce a slate of officers to the membership in a newsletter mailed at the end of March. All members considered for nomination shall have been a member in good standing for a minimum of twelve (12) months consecutively prior to the Annual Election.
(f) Voting. There will be one (1) ballot issued to each voting member at the beginning of the meeting for which voting is held. A roll will be called to submit each ballot or previously arranged absentee vote.
(g) Proxy. A proxy vote will be allowed on previously arranged issues; (i.e. By-Law changes, Range Rules, Special Meetings, etc.) One (1) proxy per voting member. A proxy vote will be mailed from the Secretary to the membership. The proxy must be delivered to the Secretary by United States mail in a sealed envelope. Proxy votes will be tabulated by the Secretary and three (3) members in good standing picked at random by the Secretary. No proxy will be accepted pertaining to a suspension or expulsion of any member or removal of any officer from office or for the election of officers/directors at the Annual Election.
Article VI
(a) The officers of this club shall be members in good standing (i.e. dues current). Officers shall be President, Vice-President, Secretary, Treasurer and Range Officer, who acting together shall constitute the Executive Board. Five (5) officers shall be elected by a vote by ballot of the members in good standing at the Annual Meeting. They shall hold office for one year so long as they remain a member in good standing or until their successors are elected. All officers must be twenty-one (21) years of age or older.
(b) The Executive Board shall have general supervision and control of all the activities of the club. The Executive Board may make agreements with other organizations and individual to carry out objectives of the club.
(c) Meetings of the Executive Board shall be held regularly at such time and place as the Board may determine. Special meetings my be held anytime on the call of the President or on demand, in writing to the Secretary, by three (3) members of the Board. Regular and special meetings of the Executive Board shall be open to all members though no notification is required.
(d) Four (4) members of the Board shall constitute a quorum of the Executive Board.
(e) A vacancy on the Executive Board may be filled by a majority of the remaining members of the Board. However, if more than one vacancy exists, a Special Meeting of the Club shall be called and new officers shall be elected to serve in the vacancies until the date of the Annual Meeting as provided in paragraph (a) above. Three (3) officers of this Club shall obtain individual membership in the National Rifle Association of America within sixty (60) days of election and continue the membership for their tenure in office.
(f) No two (2) persons from the same immediate family (mother, father, sister, brother, son, daughter, wife or husband) or persons living in the same household may hold office at one time.
Article VII
(a) President. The President shall preside at all meetings of the club and of the Executive Board. He shall be a member ex-officio of all regular and special committees, and shall perform all such other duties as usually pertain to the office. The President shall appoint all standing committee chairmen and special committee chairman. The President shall present a new budget proposal annually for approval by the membership and the regular June meeting. Proposed budget shall stand for the fiscal year.
(b) Vice-President. The Vice-President shall perform the duties of the President in his absence or at his request.
(c) Secretary. The Secretary shall conduct all official correspondence pertaining to the proper preparation and forwarding of all club reports required by the National Rifle Association of America and by the Director of Civilian Marksmanship. All correspondence shall be approved by the Executive Board. He shall notify the members of the Executive Board of all meetings and shall notify all members of special and annual meetings, as required in Article V. He shall keep a true and detailed record of all meetings for the Executive Board and of the club. All notes and tapes for the Fort White Gun Club, Inc. shall be retained by the Secretary for permanent records. All applications for membership in the club shall be made to the Secretary. He shall be responsible for the collection of all fees and dues and shall remit the same to the Treasurer, taking his proper receipt therefore. The Secretary will maintain an up-to-date roster of all members to be used exclusively for newsletter mail and the mailing of material pertinent to the Fort White Gun Club, Inc. At no time will this roster be given, lent, leased or sold to any individual (member or non-member) or organization including the National Rifle Association of America. Insurance requirements exempted.
(d) Treasurer. Treasurer shall have charge of all funds and assets of the club and place funds in such bank or banks as may be approved by the Executive Board. Such money shall only be withdrawn by check signed by the Treasurer and countersigned by the President or, in the President’s absence, the Vice-President, and for the payment of such bills as shall have been approved for payment by the Executive Board exclusive of budgeted expenditures. The Treasurer shall keep and accurate account of all his transactions and render a detailed report with vouchers at all meetings of the Executive Board and at any regular meeting upon member request in writing fifteen (15) days prior to said meeting. An annual audit will be performed ten (10) days prior to the Annual Meeting by a five (5) member (in good standing) committee appointed by the President and a written report made to the members at the Annual Meeting. The account books will be closed ten (10) days prior to the annual elections and will remain closed until said elections. The Treasurer shall publish a budget analysis annually.
(e) Range officer. The Range Officer shall have charge of all small arms instruction with authority to appoint his assistants. The Range Officer shall have charge of the ranges of the club, the printing of scorecards, the arranging of competitions, etc. He shall also have charge of all range improvements in conjunction with the Executive Board. He shall contract no bills without the authorization of the Executive Board.
(f) All expenditures of the club must be approved by the members at a regular or special meeting with the exception of budgeted expenditures. Safety or emergency expenditures to keep the range open are excluded.
Article VIII
(a) Any officer or member may be immediately suspended from the club for any cause deemed sufficient by the Executive Board by a two thirds affirmative vote of the members of the Board present at the meeting called for this purpose. No suspension shall exceed thirty (30) days. The accused shall have a hearing within that thirty (30) days.
(b) Charges against any officer or member may be preferred by any member in good standing. They shall be in writing clearly stating the facts relied upon and accompanied by all affidavits or exhibits which are to be used in their support. Such charges shall be filed with the Secretary, who will call a meeting of the Executive Board to hear the charges. The Secretary will give at least fifteen days notice of the meeting to each member of the Executive Board and to the accuser and to the accused, which notice shall be in writing and will include a copy of the charges and of the supporting affidavits and exhibits.
(c) Any officer or member may be removed by a two-thirds vote of the members in good standing present at any special meeting called for this purpose. No vote on removal may be taken unless at least fifteen (15) days notice in writing shall have been given to the officer or member of the reasons for his removal and of the time and place of the special meeting at which such ballot on this removal is to be taken. At such special meeting the officer or member shall be given a full hearing.
(d) Any officer or member of the club who has been suspended or expelled by the National Rifle Association of America shall automatically stand suspended or expelled from this club immediately upon receipt of official notice by the Secretary of this club from the Secretary of the National Rifle Association of America.
(e) The National Rifle Association of America may be given a complete report whenever a member of this club is expelled, showing charges and action taken.
Article IX
All club members and guests will abide by the Range Rules set by the Fort White Gun Club, Inc. Violation of these rules could result in a written reprimand placed in the membership file, suspension or expulsion by the Fort White Gun Club, Inc. Any complaints or charges brought fort for potential disciplinary action shall be reviewed by the Range Officer and recommendations made to the Executive Board in writing by the Range Officer.
Article X
Any proposed amendments to these By-Laws may be introduced by any member of the club at a regular or special meeting. The proposed amendment must be acted upon by the club membership at a regular or special meeting called for the purpose, provided a copy of the proposed has been sent to each club member by United States mail at least ten (10) days prior to the meeting. A two-thirds vote for approval by the responding members will be necessary to pass any proposed amendment (s). Proxy vote will be included in the two-thirds membership necessary for approval. If such proposed amendments (s) is approved by the club, it must then be submitted to the National Rifle Association of America.
Article XI
Gender: Any reference made to gender M/F shall include both.
Article XII
Any reference made to “Club” or “Organization” or “Fort White Gun Club” or “Fort White Gun Club, Inc.” or “FWGC” shall mean the Fort White Gun Club, Inc.
